Understanding and Accessing Department of Labor-funded Employment and Training Programs for New Arrivals

Hosted on March 30, 2022, this training was delivered by Rishan Habte, Program Officer for Economic Empowerment, Switchboard; Kim Vitelli, Administrator, Office of Workforce Investment, Department of Labor (DOL); Ayreen Cadwallader, Workforce Researcher and Analyst, Office of Workforce Investment, DOL; and Karen Connor, Division Chief for Workforce Investment, DOL.

With a record number of new arrivals expected in the coming months, resettlement staff will be tasked with finding suitable career training for clients including workforce development services, supportive services such as English language classes, and employment opportunities. To successfully serve clients with varying educational and employment backgrounds, resettlement staff should be aware of local employment programs and services available and how they complement ORR-funded services. This complement expands the employability and opportunity for your client base, while connecting clients to mainstream supports that encourage their integration journey.

In this 90-minute presentation, DOL staff provided an overview of the public workforce system, including specific programs and services that apply to different target populations. Participants learned strategies to connect with their local workforce boards, American Job Centers, and Job Corps programs and how to access workforce services that are available to refugees. The webinar concluded with a Q&A panel.

  • Identify employment and training services available to new arrivals in your communities;
  • Determine program(s) and/or service(s) that may accommodate clients’ needs; and
  • Identify strategies to establish partnerships with local DOL training programs and employment services.
